While it is suggested by Julia that the war may not actually be happening, Ingsoc still manufactures weapons and other resources for the war. Unless Ingsoc just dismantles/destroys all of the weapons, ammunition, tanks, and Floating Fortresses that are produced, it can be concluded that they are using them for the war effort.

The Party does use the war as a basis of manufacturing and production. That's one of the many reasons for the permanence of the war, as explained by Goldsteins book (The Book, of course, was created by The Party and so its contents can not be verified as factious).
As a side note, we can argue over how things may be in relations to The Party forever since 1984's main focus is on a member of the Outer Party, the most monitored, manipulated, and misled social class of Oceania.
