Meanwhile, Hat's sentences made grammatical sense, while Tulip's did not, even when Hat was was only saying 'shawn.'

It varies but by my book " denotes speech, as in, 'Hat said, "Ocelots rock,"' while ' denotes, like then, something you want to quote or whatever that isn't speech, like singling out a particular word that you're using as a noun in this particular sentence.
and Hat goes and cries in a corner cos Tulip is mean.
